This vision of E.W. Backus, Minneapolis entrepreneur, eventually led to the damming of the falls located on the Rainy River between the sister communities of Fort Frances, Ontario and International Falls, Minnesota. Negotiations for the construction of a dam were difficult since the Rainy River was international water and permission from both governments was required. By 1905 Mr. Backus had procured the rights to begin construction. In 1908 he sought a three year extension and finally completed the project in 1910.
